Sociologist. Master’s degree in African Studies (Socioeconomic Development), both from ISCTE (University of Lisbon). PhD in Social Sciences.  Professor and Researcher at the University of Santiago, Cape Verde. Head of the Department of Legal and Social Sciences at the University of Santiago. President of IPED – Instituto de Pesquisas e Estudos para o Desenvolvimento.  Author of 4 published books and some scientific articles. Human Rights Award 2017 the National Commission for Human Rights and Citizenship – Cape Verde with the study “A Comparative Analysis of Human Rights and Citizenship of Immigrants in Cape Verde and São Tomé and Príncipe (1991-2015). He studies International Migration; Climate Change and Humanitarian Action; Climate Action and Sustainable Development in Africa; Local Citizenship; Public Policies and Local Development.  He has experience as a consultant on development projects in Cape Verde and Angola for organizations such as UNDP, the World Bank, the Cape Verde government, and companies.
